Commissioning Coordinator-Electrical Systems

Our client is seeking an experienced Commissioning & Handover Coordinator – Electrical Systems in Detroit, Michigan who will be responsible for ensuring turnover, commissioning, and handover activities are successfully completed. As the Commissioning Coordinator, you will have reporting responsibilities to the Handover Manager and will coordinate the Commissioning activities across all the project segments related to Electrical and Instrumentation Systems.

Job Description

Essential duties include:

  • Project point of contact for all Electrical and Instrumentation Systems, while working closely with the third party commissioning agents to complete the commissioning scope.
  • Be a visible leader through open and frequent communication with stakeholders.
  • Actively participate and/or lead Internal and Client meetings related to turnover and commissioning.
  • Develop and present related information to the Client Leadership Teams.
  • Facilitate the interface meetings with Client, produce meeting minutes, and address action items.
  • Facilitate the Interface meetings with 3rd parties (such as Government Agencies, subcontractors, vendors) and produce notes of record.
  • Participate as the Project Commissioning Coordinator at Sustainability meetings and document reviews (LEED Compliance) for all electrical system issues.
  • Coordinate Operations and Maintenance requirements during construction (training, Systems operations Manual development).
  • Assist in managing the interface with the Commissioning Agent, including contract administration of their subcontract.
  • Participate in the updates of the Commissioning Plan throughout the construction phase.
  • Coordinate all Commissioning preparation and deliverables by subcontractors, vendors and third party commissioning agents (schedule tests, training).
  • Coordinate and administer the Commissioning Schedules, Test Procedures, and submittal forms.
  • Manage the training delivery program to Client and Operations and Maintenance teams.
  • Coordinate the inputs to the Systems Operations Manual.
  • Ensure supporting documents are available for seasonal commissioning, off-seasonal commissioning, and ongoing Building Systems Commissioning post-Handover.
  • Facilitate internal Commissioning meetings with Handover Manager to align with the project Handover procedure and approved execution strategy.
  • Oversight of critical issues.
  • Develop agendas for internal and external meetings.
  • Review documents issued to subcontractors and commissioning agents from the Records Management System.
  • Load required records into the Records Management System: minutes, procedures, guidelines, forms
  • Develop Commissioning Governance documents as required (white papers, forms, guidelines, procedures.
  • Develop an integrated Commissioning Plan and Schedule.
  • Sponsor the development and inputs for Asset Information Management System.
  • Obligation:
  • Take accountability for delivery of the Commissioning requirements in the Project Agreement.
  • Address Non-Conformance Reports and develop responses.
  • Review Commissioning inputs in Quality Inspection and Testing Plans.
  • Attend component and functional meetings.
  • Assist with the development of the project completions database (CxAlloy) for commissioning activities and work closely with the third party commissioning agents to identify records for validation of commissioning scope.
  • Assists in Turnover, Commissioning, and Handover submissions to the Client in a timely manner.
  • Assists in the Handover submittal structure and liaise with the Clients appointed assessor.
  • Participate in Commissioning integrated system testing.

Required Skills:

  • Experience with commissioning large scale commercial buildings is considered an asset
  • Assist in on boarding new team members through coaching and/or other orientation practices and career development of team
  • Understand the current capabilities of automation tools and confirm they are being utilized to the full benefit of the department and project
  • Develop and implement a detailed and integrated startup process and plan
  • Coordinate system walk-downs, punch-list closure, and turnover acceptance
  • Maintain turnover dossiers and transfer care custody and control documentation
  • Monitor engineering, construction, and sub-contractor performance in turning over the systems and sub-systems
  • Enhance skills, performance and development of all employees by sponsoring and promoting completion training programs so that adherence to operations guidelines and specifications is ensured and work of the highest quality prevails
  • Maintain safe and healthy work environment by following and enforcing established project procedures relating to safety, work permitting and work order systems; adhere to legal requirements
  • Participate in the career development of commissioning personnel assigned to the team
  • Report discipline progress against scheduled activities
  • Coordinate craft and equipment support for commissioning activities
  • Twelve (12) years of experience in operations, mechanical, electrical, distributed control systems (DCS) or instrumentation and controls (I&C) commissioning
  • Five (5) years control room operations experience (operations/mechanical)
  • Proficient in Microsoft (MS) Office suite of software programs, Fluor’s knowledge management portals and communities (or equivalent), and Lotus Notes
  • Demonstrated willingness and ability to travel on a short notice both internationally and domestically for short and long term assignments
  • • Ability to build effective relationships with client, engineering, construction, and vendor personnel
  • • Excellent written and verbal communication skills
  • • Ability to speak/read multiple languages

Qualifications

  • Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience
  • Or a combination of education and directly related experience equal to sixteen (16) years if non-degreed
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner.
